Decarbonization and the Fossil Carbon Complex – COP28

Decarbonization and the Fossil Carbon Complex — Three Proposals for COP28

This document presents three proposals developed following the ACP Energies Forum held in Paris on October 20, 2023, to accelerate the decarbonization of the Fossil Carbon Complex.

The Fossil Carbon Complex encompasses fossil fuel producers, industries processing fossil carbon and carbonate materials, intermediate supply-chain operators, consumers, financial institutions and regulators.

The first proposal calls for shared responsibility throughout the fossil carbon supply chain, from extraction and industrial processing to final consumption. Each stakeholder should contribute to geological carbon neutrality by ensuring that an equivalent quantity of carbon is durably sequestered, directly or through third parties.

The document also examines the role of biological carbon cycles, improvements in energy conversion efficiency and the industrial transformation needed to reduce fossil carbon emissions while promoting atmospheric carbon removal.

It advocates coordinated action by producers, consumers, governments and carbon sequestration operators, anticipating the broader framework of the Geological Net Zero Pact.
