This document presents the contribution of ACP Énergies and EOSYS to the public consultation on France’s Energy and Climate Strategy (SFEC).

While supporting energy efficiency, sufficiency, electrification and the development of low-carbon electricity, the authors propose a complementary strategy inspired by biological energy systems and natural carbon cycles.

The principal proposals include:

  • Expanding renewable bioenergy through sustainable management of forests, agricultural resources, organic residues and marine biomass.
  • Improving the efficiency of energy supply chains by developing decentralized conversion systems, including fuel cells operating on biogas and liquid biofuels.
  • Combining bioenergy with carbon capture and sequestration, allowing carbon dioxide to be recovered for utilization, geological storage or potential microbial conversion in underground biogeoreactors.
  • Strengthening territorial energy resilience while reducing dependence on fossil fuel imports and supporting the removal of atmospheric carbon.
  • Developing research, industrial demonstrations and professional training to accelerate the transition.

The paper proposes broadening the range of pathways considered in French energy planning, with greater emphasis on renewable carbon, biological energy conversion and the interaction between energy systems and geological carbon storage.

The edition includes the English text and reproductions of the original illustrated pages. Its figures and numerical estimates reflect the authors’ 2023–2024 proposals and have not been updated.
